Which one is better?

They overlap heavily, so it comes down to the specific plan and the specific policy. Compare like for like on virtualisation and storage, read both abuse policies, and test the support before paying. We would rather you choose on evidence than on a table we wrote.

Are both really DMCA ignored?

Both host in the EU, where DMCA is a United States statute with no direct force. That means an automated bulk notice does not automatically remove content. Can I move between providers later?
